Kylie is a dynamic and innovative leader committed to expanding access to quality healthcare for Idahoans. As the Executive Director of the Primary Care Foundation, she brings a fresh perspective and a forward-thinking approach to tackling the state's physician workforce challenges. With experience as a lobbyist at Sullivan & Reberger in Boise, Kylie has successfully advocated for clients in education, healthcare, and other sectors to drive state-level policy change. She also brings strategic planning expertise from her work on local and statewide campaigns. Kylie holds a BA in Political Philosophy and Public Law and an MBA from Boise State University.

Kelley Packer has over a decade of experience as an elected and appointed official. She served in the Idaho House of Representatives from 2013-2018 and on the McCammon City Council from 2008-2012. During that time, she served on multiple committees including serving as Vice Chairman of the Health & Welfare Committee for 4 years.

Recognized as a leader amongst her peers, she was selected by the Speaker of the House and appointed by the Governor to serve on the Idaho State Health Insurance Exchange from 2014-2018. She attended the Council of State Government’s Western Legislative Academy in 2014 and was elected class president. Additionally, she is a trained NICD Facilitator, was the 2021-2022 national co-chair for Next Gen and has facilitated civil discourse discussions for state legislatures throughout the country. Beyond serving in an official capacity, Kelley has taken her responsibility as a citizen of her communities seriously, as she co-founded the Marsh Valley Education Foundation and served as its president from 2011-2013 and formed a beautification committee for her hometown in 2010.
Kelley led the Idaho Division of Occupational and Professional Licenses under Governor Brad Little, an agency which serves more than 73,000 licensees and registrants and 28 Boards and one Commission and played a key role in the Governor’s initiative to reduce barriers for people who want to work in Idaho while ensuring public protection.

Currently, Kelley serves as the Executive Director for the Idaho Association of Cities which provides advocacy, training, and research on behalf of Idaho’s 199 cities.

Kelley is also a small business owner and she holds a degree in Business Administration.

Dr. Tracy J Farnsworth was appointed President of the Idaho College of Osteopathic Medicine (ICOM) at Idaho State University (ISU) in 2016. He is also a professor of Healthcare Management at ISU where he led efforts to establish Idaho's first and only Masters in Healthcare Administration program in 2018.

Prior to his work at the University Dr. Farnsworth served in various executive level positions with Intermountain Healthcare, Catholic Healthcare West, and the City of Hope National Medical Center.

Dr. Farnsworth is a graduate of Brigham Young University. He also received Masters Degrees in Business and Health Services Administration from Arizona State University, and a Doctor in Educational Leadership at ISU. In 2014 Farnsworth received the Kole-McGuffey Prize for excellence in education research. In 2016 he received the distinguished author award by the Association of Schools of Allied Health Professions.

Dr. Farnsworth is a Fellow of the American College of Healthcare Executives (FACHE). He is also past Board Chair of the Association of University Programs in Health Administration (AUPHA), and has served as a member of the Portneuf Medical Center Board of Trustees in Pocatello, Idaho.

Farnsworth has been active in his church and community, including the Boy Scouts of America where he received the Silver Beaver award in 2009. Tracy and his wife Michelle are the parents of four children and fourteen grandchildren.

Angie Bailey, RDH, MSDH, CPM serves as the Bureau Chief of Public Health for the Idaho Department of Health and Welfare.

Sarah Bedke is the wife of Idaho Lieutenant Governor Scott Bedke.

Suzanne serves as the Executive Director of the Idaho Osteopathic Physicians Association, having started the organization in 2007. She is also the Executive Director of Association of Military Osteopathic Physicians and Surgeons (and the Military Osteopathic Physicians and Surgeons Foundation) since 2022, working with 49 Colleges of Osteopathic Medicine and 37 Military Residency Programs.
Suzanne has worked in Idaho Healthcare since 1983 as an RN, Hospital Administrator, Hospital Foundation CEO, Osteopathic Associations, as well as various Colleges of Osteopathic Medicine. With a longtime interest in rural health, she started 2 Hospital Foundations, and recruited physicians to work in rural healthcare.
Suzanne served the Osteopathic Profession as President of the Association of Osteopathic State Executive Directors (AOSED) for 2 years. She has sat on numerous AOA committees and bureaus over the years, currently serving on the Bureau of Federal Health Programs and the AOA’s Bureau of International Osteopathic Medicine.
Suzanne was instrumental in the creation and founding of the Idaho College of Osteopathic Medicine in 2016, as well as serving as the interim Assistant Dean of External Affairs. With a passion for Osteopathic Medical Education, work with students and residents are always at the forefront.
Interest in rural health has been not only in Idaho, Oregon and Kentucky; expanding to global interest as well. Suzanne served as the US liaison to Africa Health in Johannesburg, South Africa for 5 years. In this positon, she visited rural hospitals and health facilities in rural (and sometimes remote) areas of South Africa, identifying needs assessments and healthcare projects. Many times this found her interacting with representatives from South Africa, Nigeria, Ethiopia, Canada, and the UK. In her work with South Africa, she participated in the Sight for Life at Yale University as a Global Health Fellow.

Dr. Kevin Wilson serves as Associate Dean of Clinical Affairs at the Idaho College of Osteopathic Medicine.

Dr. Wilson studied biology at Oakland University in Rochester, Michigan before graduating from Michigan State University College of Osteopathic Medicine in 1988. He completed his internship and Internal Medicine residency at Detroit Osteopathic Hospital in Highland Park, Michigan. Dr Wilson was named Intern of the year and resident of the year twice during his residency. He practiced inpatient and outpatient Internal Medicine from 1992-2017 in Cottonwood Arizona at Verde Valley Medical Center. During his work in Cottonwood he served as chairman of the department of medicine and was chief of staff twice.

Dr. Wilson developed the Verde Valley Medical Center Internal Medicine residency and served as Director of Medical Education and Program Director. He developed the curriculum for the residency and taught medical students and residents. His practice, Cottonwood Internal Medicine, won the Blue Cross Blue Shield of Arizona award for highest quality measures in primary care for the state of Arizona in 2015 and 2016.
